IARU Region 3 50th Anniversary

 

14th April is a red letter day for radio amateurs in Asia and Pacific being the date on which IARU Region 3 was established in 1968

From a small beginning at a conference in Sydney Australia on 12th through 14th April 1968, the IARU Region 3 is now a very well developed organisation representing and safeguarding the interests of radio amateurs in the region.

In Sydney in 1968 the participants were of the opinion that the organisation should achieve two objectives:

  1. a)Ultimate Aim – To establish and maintain continual liaison between Region 3 countries with a view to presenting a united front at future ITU conferences and to maintain a program of assistance to developing countries.
  2. b)Immediate Aim – At Sydney in 1968, to establish an administrative and organizational framework to enable the achievement of the ultimate aim, following perhaps the pattern of Region 1 and Region 2.

The participants were representatives of Australia (WIA), Japan (JARL), New Zealand (NZART), Philippines (PARA) and the President of IARU (W0DX).  Support for the meeting and apologies from Ceylon, India, South Korea, Laos, Thailand, United Kingdom and Hong Kong.  W0DX was appointed to preside.

 

At Conferences in Tokyo in 1971 and Hong Kong in 1975, the further working details were formulated keeping in mind:

  1. Region 3 is very wide spread extending half way round the world and having areas in the tropics and both temperature zones.
  2. Region 3 contains half the world’s population, but has the lowest resources per capita in its overall economy.
  3. To do what should be done for amateur radio in Region 3 was a mammoth task, to which those present could well contribute, but for which they could not assume full responsibility.
  4. Recognising the important voting strength of Region 3 governments in ITU conferences a most important objective was to influence them towards favourable amateur radio policies, even in advance of practical progress in the respective countries.
  5. A regional organization could promote periodic meetings of Region 3 society representatives, to advance IARU objectives, such meetings fulfilling a need not otherwise provided for in the overall IARU set-up.

Triennial conferences have been held since then at regular 3 – yearly intervals to decide on the directors for the next triennium, to review work done and decide on policies and priorities for the future.

 

IARU Region 3 has since its formation, provided substantial support for the societies and their members spread out all over Asia and Pacific.

Stop Press: IARU Region 3 plans to promote the operation of Special Call Sign stations by the Member Societies and to issue the 50th Anniversary Award to those who make QSOs with these Special Call Sign stations. More details are to be announced.

Z-Sat Frequency Coordination Submitted to IARU

AMSAT-UK reported that the IARU has received a frequency coordination
request from the Komaki Amateur Radio SATCOM Club in Japan for Z-Sat
50kg microsat with two missions:

(1) Mission: BBS service Exchanging messages between amateurs
all over the world in amateur service. Any amateur can use
the space station like a BBS by uploading and downloading
messages. The specific steps includes: An amateur radio
station transmits messages to the space station for indiv-
idual/public and these messages are stored in the space
station. Another amateur radio station transmits a specific
message to the space station and the space station transmits
a reply message whether any message to him exists or not.
If exists, the amateur radio station can receive the message
by transmitting a specific message to the space station.
Frequency band: – UPLINK : 435-438 MHz
DOWNLINK : 145-146 MHz

Fox-1D was successfully launched at 03:59 UTC on the PSLV-C40 mission
from Satish Dhawan Space Centre in Sriharikota, India. UA9UIZ received
and uploaded the first telemetry to AMSAT servers at 05:28 UTC.
Initial telemetry values appear nominal.

AMSAT North America has issued a statement formally designating
Fox-1D as AO-92:

Fox-1D, a 1U CubeSat, is the third of AMSAT’s five Fox-1 CubeSats
to reach orbit, being preceded by AO-85 (Fox-1A) and AO-91 (RadFxSat/
Fox-1B). Fox-1D carries the Fox-1 U/v FM transponder, with an uplink
of 435.350 MHz (67.0 Hz CTCSS) and a downlink of 145.880 MHz. In addi-
tion, Fox-1D carries several university experiments, including a MEMS
gyro from Pennsylvania State University-Erie, a camera from Virginia
Tech, and the University of Iowa’s HERCI (High Energy Radiation Cube-
Sat Instrument) radiation mapping experiment. Fox-1D also carries
the AMSAT L-Band Downshifter experiment which enables the FM trans-
ponder to be switched to utilize an uplink of 1267.350 MHz (67.0 Hz
CTCSS).

Fox-1D was sent aloft as a secondary payload on the Indian Space
Research Organisation (ISRO)’s PSLV-XL rocket as part of the PSLV-C40
mission. Fox-1D was one of thirty-one satellites successfully deploy-
ed on this launch.

Since Fox-1D has met all of the qualifications necessary to receive
an OSCAR number, I, by the authority vested in me by the AMSAT
President,
do hereby confer on this satellite the designation AMSAT-OSCAR 92 or
AO-92. I join amateur radio operators in the U.S. and around the
world
in wishing AO-92 a long and successful life in both its amateur and
scientific missions.

I, along with the rest of the amateur community, congratulate all
of the volunteers who worked so diligently to construct, test and
prepare for launch the newest amateur radio satellite.

中市遙控飛機玩家 終於爭取到合法飛行場

台中市遙控飛機玩家終於爭取到合法的飛行場!台中市遙控飛行科技發展協會今天在台中市太平區頭汴坑溪畔的一江橋飛行場舉辦遙控飛航嘉年華,不但展示逾50架遙控飛機,另有戰機編隊飛行、直升機3D花式飛行表演等,爭取國民黨提名台中市長的立委盧秀燕因協助爭取飛行場用地受邀到場,現場熱鬧滾滾。

台中市遙控飛行科技發展協會理事長蔡義盛說,台中飛協成立14年,一直沒有固定合法飛場,早期都利用重劃區開發前空地等,一旦開發完成就要移地,又不能靠住家、學校太近,去年經委託立委盧秀燕等人協助,並向河川局租地、申請,終於擁有合法飛行場用地,協會僅開放使用電池、幾無噪音的遙控飛機入場,且需購買意外保險。

蔡義盛指出,國內目前只有新北市西盛飛行場、苗栗經國飛場是由市府整建的公用飛行場,苗栗縣進上步管理玩家在合法飛場操作,期盼政府單位能重視遙控飛行管理,並設置公有的安全飛行場。

立委盧秀燕說,當初服務處接獲台中市遙控飛行科技發展協會陳情,租用飛行場,但主管的經濟部水利署第三河川局竟開價一年租金加押金,共需約80萬元,實在貴得離譜,經她居間協調,終獲相關單位同意一年僅需6萬元租金,成就此場地,讓遙控飛機愛好者有處可去。

立委盧秀燕指出,無人遙控飛機活動需要政府支持推廣,建議台中市政府能向新北市政府、苗栗縣政府看齊,在不影響周遭居民安寧的前提下,妥善利用郊區河畔空地,成立陸海空遙控玩具園區,不但可以有效管理,廣納包含遙控飛機、大型遙控車、遙控船等項目,除了讓喜歡的同好有地方可去,也可發展觀光,促進地方繁榮。
